Beyond the activities in the fields of priority such as the maritime security, the air safety and the contribution of the armed forces to the civil protection, activities highlighted in the 2004-2005 action plan which completes the declaration of intent, the countries agreed on creating a center for Strategic Researches and Studies (CEMRES) in order to identify and develop the common strategic interests in the western basin of the Mediterranean.
The idea of creating an Euromaghreb Centre for Strategic Researches and Studies was launched during the meeting between the Tunisian Minister of National Defense and his French counterpart on the occasion of his visit to France on the 29th of March 2006.
The creation of the Euromaghreb Centre for Strategic Researches and Studies of the Mediterranean’s western basin was launched in Tripoli on the 16-17th of May 2009 during the 5th meeting of the 5+5 initiative countries’ Defense ministers.
