To provide the 5+5 Defense Ministers with an instrument of thinking , analysis and forecasting, allowing them explore any issue related to the Western Mediterranean, aiming at  reinforcing  the common act of the partners, to facilitate the development of a new conception for regional security by providing the experts and researchers from Europe and the Maghreb with a space to exchange experiences and works on solutions to common security problems, to contribute towards the strengthening of confidence-building measures by producing an objective research activity, highlighting the real causes of insecurity and the key issues and strategic challenges facing the Western Mediterranean.

Within the 5+5 dynamics as a precursor political framework, the states of the two banks of the western Mediterranean proposed to consolidate their partnership in the field of security in the western Mediterranean. Hence, the 5+5 Defense initiative materialised by the declaration of intent was officially launched by the ten ministers of defense (Algeria, Spain, France, Italy, Libya, Malta, Morocco, Mauritania, Portugal and Tunisia) in Paris on the 21st of December 2004.

What confidence building measures would help setting up a more structured 5+5 area in the horizon 2020?

Executive summary

 

The current strategic situation, yet in the medium stage, is facing critical challenges in the humanitarian and economic levels in addition to the inequitable threats. Thus, the 5+5 Member States are aware about the existence of certain weaknesses and conditions that are leaving the countries much more exposed to the vagaries of radical changes and severe emergencies.(Annex A)

Hence, a deep change has been occurred in the general strategic function of the Mediterranean because of the emergence of new regional and international economic powers: otherwise, the Mediterranean Sea would be nominated "the Chindoterranean Sea".

Tunis, October the 3rd 2012
 

The Piloting Committee of the Euro-Maghreb Center for Researches and Strategic Studies (CEMRES) held its fourth meeting in Tunis on 03 October 2012. All the countries participated with delegations except Libya The following topics were addressed during the meeting :

- Presentation of the 2012 CEMRES activities' report by the secretary general;

- Presentation of the third CEMRES research work by the research director;

- Selection of the 2013 research theme; and designation of the piloting country;

- Discussions of the CEMRES Internal Regulation Guide.

Summary of the 3rd Meeting
Tunis, October the 4th 2011

 

 

 The third CEMRES Piloting Committee meeting was held at the National Defense Institute Building in Tunis on 04 October 2011. Eight countries participated in this event with 02 representatives by country; namely Algeria, France, Italy, Malta, Morocco, Portugal, Spain and Tunisia.

Based on the absence of Mauritania, the current president of the 5+5 defense Initiative; the CEMRES secretary general chaired the meeting in conformity with the CEMERES internal regulation.
